Unreviewed patch - C99 integer type sizes for limits.h

My patch to add C99 long long integer types to limits.h
http://sources.redhat.com/ml/newlib/2001/msg00611.html hasn't been
reviewed.  

It is required for gcc-3.1 on cygwin.  Let me know if isn't acceptable
for newlib, as I guess it can be fixed up within gcc.
