Failure to install newlib header files

The newlib Makefile.am file has been modified to add calls to mkinstalldirs
when installing the newlib header files (install-data-local).  This ensures that
the directories are created before installing. Makefile.in has been appropriately regenerated.  

If you are experiencing such problems, either update your CVS source tree or check 
out the CVS mailing list archives:  http://sources.redhat.com/ml/newlib-cvs/
for the patch.
