missing "const" for libc/unix/getut.c:utmpname

Thanks, I checked it in, but please read up on the proper format for
ChangeLog entries.  I ended up using this:

	* libc/unix/getut.c (utmpname): added _CONST to reflect common use
	and prototype in cygwin's utmp.h
