Error message when building newlib.

I had downloaded newlib-1.8.2, and I configure it
./configure --target=arm-unknown-coff --prefix=/yuh/coff
and here is error message:

creating cache ./config.cache
configure: error: can not find install-sh or install.sh in .. ./..

why if can't find install-sh ? And how to solve this problem?
Help is needed.
