java.io.File patch

The following patch is for adding basic 1.1 java.io.File tests to
Mauve.  If some of these changes do not make sense immediately or you
feel you cannot commit this patch, please let me know.  I submitted it
a couple of months ago to the discuss list by mistake (not realizing a
patch list exists).  I'm feeling somewhat ignored so I'm trying here
instead.  :)
