[v3 patch] add __GXX_RTTI to doxygen predefined macros

        * doc/doxygen/user.cfg.in: Add __GXX_RTTI to PREDEFINED macros.

This ensures that features which depend on RTTI appear in the doxygen
docs, e.g.  std::function::target_type()

Tested doc-html-doxygen target on x86_64/linux
