[v3] fix c_strings/wchar_t/3

testsuite/21_strings/c_strings/wchar_t/3.cc 

was failing on linux with the newer glibc's that have corrected
wchar_t string signatures. I believe this was due to column/row
ambiguity in the test harness: fortunately, adding the copyright text
to the file removes it.

tested x86_64/linux
