Great work: glad to see you slugging away at this.

I think it's past time for this to go in to mainline. I'm hoping that 
this drop (and the progress since the last drop) will make Paolo more 
amenable.

I like this idea. Was this considered for C++98? You could consider 
putting this into ext/constants or somesuch.
