[Patch] Death to try_named_locale (for true!)

Hi,

I'm attaching, compressed, the complete patch that I'd like to apply
tomorrow, mainline only. On my x86-linux, I get, with or without the
patch, 3641 / 1 / 12, no unsupported. If I sabotage the system somehow,
then I get exactly 311 unsupported, as many as the testcases that I have
changed to use dg-require-namedlocale.
