[Patch] Fix libstdc++/11528

Hi,

this PR seems easy to fix, just one line, but not really of minor
severity: make sure to strip only _leading_ zeros, not everything
as currently happens whenever the amount just parsed is null.

Tested x86-linux. Ok trunk and release?
