New doxygen'd docs up for ftp (was Re: doxygen + char_traits, patch)

[Phil Edwards]

As requested, libstdc++-doxygen-20010501.tar.gz is up on the (overloaded)
GCC ftp site, and will make its way around the mirror sites in due time.
With EXTRACT_ALL=YES, the tarball is much larger, so if you're at the other
end of a 14.4, you may need to let the download go for a couple of <large
time untis>.

The new settings were on, including spiffy graphs generated by dot.
