monthly summaries

Hey y'all. I'm going to start posting monthly summaries of unresolved
issues and outstanding bugs to this list. Hopefully it will keep
things from getting dropped and or missed. Please, if you find a bug,
enter it in GNATS: it's the best way for it not to get lost. I'm
having a hard time keeping up with bugs, release work, redhat work,
and GNU/FSF work: these summaries are a step in trying to re-gain
control.

If you see something that's missing, please add it.
