Optimal time and space vector class

I'd like to take a look at this. Can you provide more information?

- how did you test it?
- how does the current implementation compare?
- what kind of space/speed differences are there?

If you could format the file according to GNU specs + C++STYLE, write a 
ChangeLog entry, etc etc as per

And post the result, that should get the ball rolling.
