Failure of test multiset.cc and --enable-namespaces

Can anyone explain the failure of testsuite/23_containers
multiset.cc when the library is compiled with
--enable-namespaces?
The failure seems to be due to the compiler looking for
operator<< (std::ostream&, const std::pair<int, int>&)
[actually std::ostream & << const std::pair<int, int>&]
which is defined at the top of the file!
Failure message is:
multiset.cc:55: instantiated from here
/usr/test/include/g++-v3/bits/stl_iterator.h:946: no match for
`std::basic_ostream<char,std::char_traits<char> > & <<
const std::pair<int,int> &'
BTW the test passes when the library is not compiled with --enable-
namespaces.
System: Linux RedHat 6.1/gcc-2.95.2/libstdc++-2.90-7.
