I think the et_EE locale also sorts some stuff wrong.
I added a test file and found that it currently sorts for example
like this

   ...
   š
   Z
   z
   ž
   ż
   za
   T
   t
   ...

But if ž is considered a different base character, i.e. has
a primary difference to z, it should look like this:

   ...
   š
   Z
   z
   ż
   za
   ž
   T
   t
   ...
