localedata: lt_LT: use hyphens in d_fmt [BZ #20497]

The standard currently in effect (LST ISO 8601:1997) mandates the use
of hyphens (as opposed to full stops, currently) in date formats. It
also matches current CLDR data (v29), Wikipedia's & Wikia's settings,
    and Microsoft's Lithuanian Style Guide.
