Ubuntu patch of the lv_LV locale definition file

Attached please find a patch which we are about to apply in Ubuntu.

$ LC_MONETARY=lv_LV.UTF-8 locale currency_symbol
€
$ LC_MONETARY=lv_LV locale currency_symbol
EUR

Seems to do its job.
