Rich, It's not that we have a policy it's just that nobody has run through the
process of trying to use a locale without a country code. I don't know if it's
possible and I haven't tried it.

I'll make the following strong statements:
* I don't think country codes should be mandatory.
* Adding the first locale without a country code will require validation before
we can check it in and know that it will work.
* I'm happy to use eo_ZZ, just post a message to libc-alpha@ requesting
consensus on this. I'll give my +1 immediately. I would like to see Keld and
Petr at least comment on this idea. I'll pull them into the thread.

Does that make sense?
