Original source of charmaps in localedata?

Hi folks,

I was hoping someone might be able to point me to the source
of the charmaps in the localedata directory.

I've found the ISO-2375 register at
http://www.itscj.ipsj.or.jp/ISO-IR/
which has all the sets as PDFs of scanned paper documents, but
these aren't machine-readable like the localedata files, and they
don't contain Unicode mappings either, since most predate it.

Have the localedata files been hand-written specifically for glibc,
or do they come from another source?

I'd be grateful for any pointers.
