[Bug localedata/5814] New: bad time format for Finnish fi_FI locale

The correct separator for the Finnish time format is . (full stop), however,
glibc has it currently as : (colon).
To clarify: H.mm.ss (like sv_SE), not hh:mm:ss (like en_US).
