vi_VN patch

The changes are int_frac_digits/frac_digits, abmon (the old abmon, command
"cal" does not show correctly), mon (the old "mon" is confused), d_t_fmt, am_pm
(reverted to English words because Vietnamese does not have corresponding
words) and name_fmt.
