Can locales have URLs in the email field?

Have a look at
<URL:http://sources.redhat.com/bugzilla/show_bug.cgi?id=337>.  The
current email address in most (all?) locales should be changed, and
the best replacement would be to point the readers to bugzilla.  Is
that possible?

I'm talking about this block:

  LC_IDENTIFICATION
  [...]
  email      "bug-glibc@gnu.org"
  [...]
  END LC_IDENTIFICATION
