Reading localized digits in glibc

I wish I could give any sensible feedback, but I am not yet familiar
with the locale specific scanf() behaviour.

I suspect it is unlikely that the ANSI C standard will be changed to
accept non-ASCII digits, so it is probably better to look for other
alternatives.
