Ukrainian locale

I know nothing about how to get things into Fedore Core 2.  And I wish
I had the ability to get it into the GNU libc CVS, but I do not have
that power either.

The only assistance I can offer is to look through the locale, comment
on the issues I see, and try to suggest what you can do to get the
locale in a state were the GNU libc commiters will accept it.
