Bugs related to Serbian locales

Petter, everybody else,

I've submitted three bugs related to Serbian locales.  (I know you've
already received those notifications, since you're the default
asignee for them, but just a heads on).

Bug #38[1] is a bug report against current sr_YU and sr_YU@cyrillic
locales, with complete replacement locales sr_CS and sr_CS@Latn.  It
depends on bug #40[2], which corrects ISO codes as recently changed.

Bug #39[3] is about introduction of new locale for Serbian Jekavian.
It depends on bug #38 because it "copies" everything except for
LC_TIME from sr_CS locale.
