Fix glibcbug references

I added two of the patches.  locale.alias should not be used and will
never be changed again.

And for non-code changes we really should not pollute the ChangeLog.
I.e., also not for manual changes.  There could be a separate ChangeLog
file in manual/, I wouldn't care about that.
