Enforcing gcc-4.1 for Powerpc -mlong-double-128

gcc-3.4 now ICEs <http://gcc.gnu.org/bugzilla/show_bug.cgi?id=26049> for
building powerpc64 -mlong-double-128 with current glibc cvs. This had
worked in the past.

>From the response they are not inclined to fix the gcc-3.4 branch.  So
should glibc add a configure check for gcc-4.1 when "long-double-fcts =
yes" and targer is powerpc/powerpc64?
