SH: Fix build with newer binutils

The attached patch is to fix SH build failures with the newer
binutils.

	* sysdeps/unix/sh/sysdep.S: Remove unnecessary weak_alias.
	* sysdeps/unix/sysv/linux/sh/socket.S: Honor NO_WEAK_ALIAS.
