NIS+ queries

Some of the NIS+ do not add a domain name.  I changed the code in 
nisplus-ethers.c (_nss_nisplus_getntohost_r) since the buffer sizing 
suggested that the name was supposed to be added.

But there are other cases which I left for now since I'm not sure. I 
couldn't find a reason why it should be legal but who knows.  NIS+ is 
not build by sane people.
