Fix sysdeps/i386/dl-machine for GCC 4.0

This patch is needed to for i386/dl-machine to compile with GCC 4.0
CVS.

	static inline by auto inline, add always_inline attribute.
	(elf_machine_rel_relative): Likewise.

	(elf_machine_lazy_rel): Likewise.
	(elf_machine_lazy_rela): Likewise.
