ia64/dl-machine.h changes for GCC 4.0

To compile glibc with GCC 4.0 on IA64 I need the following patch -
similar to those done for i386/x86-64 already.

Ok to commit?

	of static, add always_inline attribute.
	(elf_machine_rela_relative): Likewise.
	(elf_machine_lazy_rel): Likewise.
