[PATCH] Fix Scrt1.o on ppc64

Hi!

This patch prevents DT_TEXTREL PIEs just because Scrt1.o was linked in.

	* sysdeps/powerpc/powerpc64/elf/start.S: Put L(start_address)
	into .data.rel.ro.local section if PIC to avoid DT_TEXTREL.
