[PATCH] TLS support for s390*.

Ulrich Weigand has implemented the gcc bits and they are already in the
gcc repository. He came up with the __tls_get_offset idea in the first
place. He is in sync with the ABI. My question was aiming at how you want
the s390 pieces added to your tls.pdf document.
