PI_STATIC_AND_HIDDEN does not work on s390[x]

The dynmic linker is crashing on me when PI_STATIC_AND_HIDDEN is
defined, due to early use of the GOT.  I had to remove the definition
from sysdeps/s390/s390-{32,64}/elf/configure.in to make it work.
