I am dubious about this new file. Shouldn't bits/shm.h define the special version of SHMLBA if that's needed? sysvipc/sys/shm.h can use #ifndef for its defn (or we could move the existing one to the existing bits/shm.h files). There is already a sysdeps/unix/sysv/linux/mips/bits/shm.h file.
