2.3 tasks

Now that 2.2.5 is out I'd appreciate that work on the features
requested for 2.3 is starting.  I especially would like somebody to
step up to work on

  Create GLIBC_PRIVATE version name

Those who care about SPARC and PPC might want to look at the long
double issue (especially since the thread register stuff will disrupt
the PPC ABI anyway).
