bash findings

Starting the latest in bash-2.04 the _GNU_nonoption_arg_flags feature
is disabled.  The comment says it caused too many problems.  So I
disabled the code.  It's not gone and could be re-enabled by a define
in config.h.  This change shouldn't cause any problems.
