socket.h for 64 bit S/390.

Hi,
while debugging an endless loop in the portmapper I discovered another
problem for 64 bit s/390. Just like the other 64 bit linux platforms
we need a special socket.h header files. Here is the patch & ChangeLog:

2001-04-05  Martin Schwidefsky  <schwidefsky@de.ibm.com>

     * sysdeps/unix/sysv/linux/s390/s390-64/bits/socket.h: New file.
