ldconfig on ia64

I haven't got chances to work on that. Jes and Ulrich have fixed most
of ia64 bugs now. The remaining ones are:

1. ldconfig
2. long double

Jes, do you want me to work on them? I guess I know more about ldconfig
than long double which may need kernel changes. I got

when I did "make check" on long double.
