soft-fp move finished

I've finished the soft-fp move.  During the process I made a few
clean-ups and enabled soft-fp for powerpc, sparc - both don't use it
actually yet - and sparc64.

I've build the current glibc natively on i686, MIPS and with
cross-compilers on sparc32, sparc64 and powerpc successfully.

If anybody notices problems with the soft-fp move, please tell me.
