locale tests

You might have seen the Andreas J. earlier today check in many locale
tests (but didn't activate them).  They were written by Shoji Kuwahara
(SGI).

I now actiavate the tests and went through the library to correct the
bugs it found.  There were also several bugs in the test suite itself.
I've left the old code in and marked it appropriately.  The cases were
I am not sure what is wrong are also marked and are simply not run in
the moment.

The current CVS version passes all the activate tests and this for
three locales (ja_JP.EUC-JP being one of them).
