I don't know the Debian policy well, but it seems that it's somewhat
bogus in this case, if there's no actual demand to change the file.
If you have actual demand, you can contact NECTEC and I'm sure they
allow the changes. NECTEC supports Free Software.
Virach, Debian has a issue with the locale file of th_TH, for its
license. Is there any possibility to re-license the file, so that
Debian people remove one of Release Critical Bugs?
IMHO, it's not Release Critical Bugs, totally not.
