next big iconv patch

I just committed the second of four bigger iconv patches.  It
introduces the basic framework for the transliteration and general
error handling.  Everything still works for me.

I had to change a few files and had to add dependencies since some
tests used the system's iconv modules during the tests.  This is of
course wrong and it showed up because the interface changed.
