some larger changes

You might have seen by now that I checked in zuite a lot of changes.
This is the first set of changes necessary to complete yhe iconv()
functionality.  What is now there is the possibility to ignore all
errors.  This is what many (most commercial) iconv() implementations
do by default.  The iconv program also has to have this possiblility.

The second stage with its much more interesting features will follow
as soon as I can find a few days time, hopefully very soon.
