locales compiled on big endian architectures not shareable

It seems that locales compiled on big endian architectures do not work on
little endian architectures, however locales compiled on a little endian
architecture work on both big and little endian.

In the case at hand, locales made on sparc-linux do not work on i386-linux,
the symptom is that setlocale() fails. I've also seen the same thing happen
when locales are compiled on a powerpc-linux system.
