2.1 locale changes

Hi,

I've committed a larger patch to localedef and some of the locale
functions.  The background is that the isw*() and tow*() functions
never worked for anything but locales which used ISO-8859-1.  The
patch is quite large but I've tested it quite a bit and because it
handles code which didn't work at all it cannot make things worse.  If
anybody sees regressions let me know but I'm quite confident there are
none.
