PRE3 make check failures on ARM...

There are two failures on the ARM: one in math, one in localdata

In math, atest_exp2 fails.  I don't think this has ever passed.  I will
look into it, but wouldn't consider it a showstopper.

In localedata, do-tst-rpmatch fails; it looks like a make error.
