[Ulrich Drepper]

I've just looked through the latest ISO C 9x draft and made the
necessary changes:

- nextafterx is renamed to nexttoward

and (finally!)

- the stupid struct tmx stuff in time.h is gone.

I think at the next meeting there will be a discussion about a
replacement for this functionality but the old approach certainly was
wrong (and I never implemented it correctly).
