big changes

Hi,

tonight I'll check in lots of changes.  This is the locale rewrite I'm
working on off and on for the last year and a half.  Now it compiles,
the localedef program is kinda usable and I need people to find bugs.
The implication shouldn't be that bad since locale stuff currently
doesnot really work either.

So, if you need a bit more stable version of the library stop checking
out for a bit.  I make sure it compiles for me on x86 but your results
may vary.

I guess I'll start at about 8pm PST.
