A patch for localedef.

Then adjust the call to localedef.  The localedef specification in
POSIX.2 in nearly useless for locales which need more complex
character sets.  Therefore it is really irrelevant.  The glibc
implementation which will be completed in glibc 2.2 will follow the
revision of the POSIX.2 definition.
